Transparency in the activities and decision-making process of government institutions can prevent financial scandals, poor decision-making, lack of accountability, and ineffective governance of these institutions. There is also a need to pursue and implement transparency in the organizations involved in the science and technology system that use public budgets. One of the most important organizations in the science and technology system are research funding organizations. Transparency in these organizations is essential because they use public budgets and play a fundamental role in the distribution of financial resources. Moreover, the lack of transparency in these organizations will not only increase financial violations and corruption, but will also affect the country’s research and development path in the long run. The review of previous research shows that the dimensions of information that need to be clarified in research funding organizations and the priority of these dimensions in clarification are not clear, and there is a research gap in this field. Considering the importance of the issue, this article intends to know the different dimensions of transparency in research funding organizations and their prioritization. In this regard, by reviewing scientific literature and conducting semi-structured and structured interviews with experts, the dimensions of information that should be clarified in research funding organizations have been identified. Then, we examine the websites of two research funding organizations in Iran (Supreme Council of Science, Research and Technology (ATF) and Iran National Science Foundation) in terms of transparency in these dimensions. The identified dimensions are 11 items including regulations and guidelines for financing, opinions of judges and examiners of proposals, research data used in the project, and output of projects receiving financial assistance. The results show that many dimensions of transparency have not been taken into account in these two organizations and it is necessary for these organizations to put transparency on their agenda. در طول سال ‏های گذشته، موضوع شفافیت به ‏عنوان یکی از مشخصه‏ های حکمرانی خوب و سازوکاری برای توازن قدرت بین دولت و مردم مورد توجه سیاست‏گذاران و محافل دانشگاهی قرار گرفته است. شفافیت در فعالیت‏ ها و فرایند تصمیم‏ گیری‏ های دستگاه ‏های دولتی می‏تواند از رسوایی ‏های مالی، تصمیم‏ گیری‏ های ضعیف، عدم پاسخگویی و حاکمیت ناکارآمد این دستگاه‏ ها جلوگیری کند. سازمان ‏های درگیر در نظام علم و فناوری که از بودجه‏های عمومی استفاده می‏کنند نیز از این موضوع مستثنا نبوده و نیاز است که در آن‏ها موضوع شفافیت، پیگیری و اجرایی شود. یکی از سازمان‏های مهم در نظام علم و فناوری، سازمان‏های تأمین‏کننده مالی پژوهش هستند که با توجه به اینکه از بودجه ‏های عمومی استفاده می‏کنند و نقشی اساسی در توزیع منابع مالی دارند، شفافیت در آن‏ها بسیار مهم و اساسی است. شفافیت در این سازمان‏ها به این دلیل اهمیت دارد که عدم شفافیت در آن‏ها نه ‏تنها باعث بالا رفتن تخلف و فساد مالی خواهد شد، بلکه در بلندمدت مسیر پژوهش و توسعه کشور را نیز تحت تأثیر قرار خواهد داد. بررسی پژوهش ‏های پیشین نشان می‏دهد که در سازمان‏های تأمین‏کننده مالیِ پژوهش ابعاد اطلاعاتی که باید شفاف شوند و اولویت این ابعاد در شفاف ‏سازی روشن نیستند و در این زمینه در پژوهش‏ها خلأ وجود دارد. با توجه به اهمیت این موضوع، این مقاله به‏دنبال شناخت ابعاد مختلف شفافیت در سازمان‏های تأمین‏ کننده مالی پژوهش و اولویت‏بندی آن‏هاست. در این مقاله با بررسی متون علمی و همچنین انجام مصاحبه‏های نیمه‏ ساختاریافته و ساختار‏یافته با خبرگان، ابعاد اطلاعاتی که باید در سازمان‏های تأمین‏ کننده مالی پژوهش شفاف شوند شناسایی شده و آنگاه، وبگاه دو سازمان تأمین‏کننده مالی پژوهش در کشور (شورای عالی عتف و صندوق حمایت از پژوهشگران و فناوران) از نظر شفافیت در این ابعاد مورد بررسی قرار می‏گیرد. آئین‏ نامه‏ ها و شیوه ‏نامه ‏های تأمین مالی، نظرات داوران و بررسی ‏کنندگان پیشنهاده ‏ها، داده‏ های پژوهشی مورد استفاده در پروژه، و خروجی پروژه‏ های دریافت‏کننده کمک مالی از جمله ابعاد شناسایی‏شده در این پژوهش هستند. نتایج این مقاله نشان می‏دهد که بسیاری از ابعاد شفافیت در این دو سازمان مورد توجه قرار نگرفته و نیاز است این سازمان‏ها موضوع شفافیت را در دستور کار خود قرار دهند. https://jipm.irandoc.ac.ir/article_716979_092b1d0a1fe5eb7020288d9ef1f4f512.pdf
