Focus on ICT in the last decade of the twentieth century is considered to be concentrated on practical ICT development in research labs and to some extent, well developed universities. Meanwhile, at the threshold of the new millennia, information technology has broadly permeated its applications throughout various facets of social life such as e-government, e-health and e-learning. The trend will gradually shape the national, regional and international documents as well as the government structures. Access to medical care records is a basic and inviolable right of the general public. Providing adequate facilities and human resources along with suitable electronic equipment everywhere, especially in the remote and underdeveloped areas, is an arduous and costly task. By utilizing ICT, society members would be able to enjoy universal access to telemedicine and healthcare in order to maintain their health as well as better managing their healthcare and therapeutic care. Another major application area would be in prevention and control of communicable diseases, and marshalling of specialist human resources in healthcare as well as speeding up the process of medical and health care services offered. Therefore in order to reap the benefits of an e-government, careful planning would be required in the software design areas such as e-commerce, e-learning and e-medicine. The present paper incorporates the global focus and perspective on tele-medicine and reviews the preliminary plans currently being undertaken in Iran in this respect.
