Investigating the Application of the Concept of Co-creation to the Realization of Smartness in Urban Communities (Case Study: Urmia City)

Abstract
Problem statement: Though the term "smart city" appeared as the outcome of the highly technological perception of experts in the field of modern technologies regarding the challenges related to the cities, in practice, the involvement and participation of citizens as key actors is certainly the missing loop in the process of smartening cities. In this case, cocreation is the most common and effective used mechanism that can promote the role of citizens as targeted tested members by technical professionals to a capable agent in smartening cities.
Objective: This study aims to recognize the most important human and non-human components (physical and digital) for smartening Urmia as a situation (action conditions) in participatory form by using a co-creation mechanism.
Methods: This is a practical study in terms of nature and an assessment paper in terms of objective. The assessment system is based on situational analysis, so under the framework of this analysis, the purpose is to evaluate action conditions- the rate of change and mobility towards smartness- in Urmia City by using a co-creation mechanism.
Findings: The findings revealed that Urmia City has the potential to become smart using a co-creation approach and digital technology. However, urmia city requires more organization and attention regarding some components, particularly in the social field where no proper research infrastructure exists for improving the situation despite the available public solidarity.
Results: The results revealed that Urmia City is in a good situation to achieve smartness in the physical area, and the situation of the platforms is also favorable in this area. In the area of digital space, given the speed and access to the Internet, there is a relatively desirable situation in the country. However, upgrading the infrastructure in Urmia City can help to strengthen the platforms and improve the Internet speed. In the area of social space, which is directly associated with co-creation, the situation is almost unfavorable since people do not trust the officials and do not have a proper digital space in this area, and sometimes they do not know how to use the existing websites. However, they have a high level of social cohesion, which helps significantly to improve the situation. Hence, three models were presented for co-creation. The first model is scattered, and the second and third models are star and diffusion, respectively. The scattered mode can be used for this community based on the obtained information.
