Information Technology as the dominant technology in the new world has made a vast changes in the different aspects of the society and electronic government is one of its results. The websites are the most important platform for developing electronic government. The governmental Websites have a key role in connecting government and citizens, and facilitate sharing and transforming data and information to users. This function is, firstly, dissemination of governmental information and providing communications between government and citizens. Therefore, after defining the electronic government, this paper reviews its evolution stages and the role of publishing and disseminating governmental information, and communication between government and its users. Then, based on a review of the relevant literature, it proposes a framework of the basic information and communication content of the governmental organizations websites. The volume and variety of information and communication items of governmental websites force the governments determine these items and researchers investigate the websites and propose some items from their viewpoint. Literature review shows that there are some most important items in this regard including general information such as name and logo of organization, introducing organization, organizational reports, general declarations of organization, ways of interaction with organization, contact information, and general items like important links, updating date, search facility, website directory, frequently asked questions, privacy statement, copyright statement, and site map.
