چکیده

به‌دلیل تأثیرات متفاوت فنّاوری اطلاعات و ارتباطات2 بر جنبه‌های مختلف اجرای وظایف در سازمان‌ها، گرایش دولت‌ها به‌سمت استفاده از ICT در سالیان اخیر افزایش چشمگیری یافته است. موضوع مهمی که در این زمینه باید مورد توجه قرار گیرد، آن است که استفاده از فنّاوری اطلاعات و ارتباطات بدون توجه به تأثیرات متقابل حوزه‌های مختلف ICT باعث ناکارآمدی سازمان‌ها در انجام وظایف خود خواهد شد. از این رو، پژوهش حاضر با هدف پرداختن به ایجاد یک ساختار نظام‌مند3 در حوزه ICT، حوزه‌های مختلف ICT را به‌منظور شناسایی عناصر نفوذکننده و تحت نفوذ واقع‌شده (علت و معلول)، مورد تجزیه و تحلیل قرار داده است. بدین منظور، ابتدا با استفاده از دستاوردهای پژوهش‌های سایر پژوهشگران، حوزه‌های مختلف ICT شامل اهداف، موانع، محرک‌ها، پویایی‌های گروهی، و حمایت سازمانی را شناسایی کرده، سپس عنصر دیگری به‌نام اثربخشی ICT را به‌منظور تأثیر عوامل اشاره‌شده بر اثربخشی ICT به حوزه‌های مختلف آن افزوده است. پرسشنامه استاندارد فنّ DEMATEL4 فازی به‌منظور جمع‌آوری اطلاعات، در بین 35 نفر از کارشناسان خبره حوزه‌های ICT و IT توزیع گردید. پس از جمع‌آوری اطلاعات، داده‌ها با استفاده از DEMATEL فازی، مورد تجزیه و تحلیل قرار گرفت. نتایج به‌دست‌آمده از تجزیه و تحلیل داده‌ها مؤید این مطلب بود که در حوزه ICT، اهداف به‌عنوان نفوذکننده‌ترین عنصر بر سایر عناصر حوزه ICT و محرک‌ها به‌عنوان نفوذپذیرترین عنصر در حوزه ICT تعیین می‌گردند.

Due to different effects of ICT on varied aspects of performing the duties in organizations, governments have been intending to use ICT in the recent years very dramatically. The significant issue to which we should pay attention is the using of ICT without directing attention towards the mutual effects of different ICT domains shall be resulted in malfunction and inefficiency of organizations in carrying out their tasks. Therefore, the present research tried to develop a systematic structure in ICT domain and analyze the various ICT domains in order to identify the penetrating and penetrated factors (cause and effect). In doing so, at the present research firstly by the usage of other researchers' results and achievements, it was attempted to specify the different ICT domains including objectives, obstacles, drivers, team dynamics and organizational support and then another elements so-called ICT effectiveness was added in order to study the effect of above-mentioned factors on ICT effectiveness. Then, standard fuzzy DEMATEL technique questionnaire was distributed among 35 persons of experts working in ICT and IT fields to gather required information and data. After gathering required data and information, they were analyzed through DEMATEL techniques in fuzzy states, respectively. The results obtained from the DEMATEL technique in fuzzy state reveal that in ICT domain, the objectives were determined as the most penetrating elements into other elements of ICT domain and the drivers were the most penetrable element in ICT domain too.
