کارکردهای الکترونیکی مدیریت اطلاعات علمی در زنجیره ارزش آموزش و پژوهش کشور

چکیده

وضعیت مناسب ایران در توسعه علم و دانش در سطح بین‌المللی نشان‌دهنده نظام تصمیم‌گیری نهادینه شده در کشور در این بخش دارد. در اسناد بالادستی کشور نیز همواره به ایجاد جایگاه مطلوب کسب دانش و فناوری در کشور پرداخته شده است. در این مقاله سعی شده است با توجه به توسعه فناوری‌ها و زیرساخت‌های فناوری اطلاعات، کارکردهای فناورانه مدیریت اطلاعات علمی و فناورانه در زنجیره ارزش پژوهش و مدیریت منابع را مورد بررسی و تحلیل قرار داده و زمینه‌سازی توسعه خدمات پژوهشی را در کشور بررسی نماییم. رویکرد این مقاله عمدتا رویکردی کیفی است و بر مبنای مطالعات کتابخانه‌ای و میدانی صورت می‌گیرد. ابتدا زنجیره ارزش نظام اطلاعات علمی و فناوری کشور و ذینفعان، کاربردها، نیازمندی‌ها بر اساس بررسی اسناد قبلی و بالادستی و بین‌المللی شامل اهداف و راهبردها، طرح‌ها و اقدامات و نظام خدمات شناسایی می‌گردد و همچنین خدمات مبتنی بر فناوری اطلاعات، فهرست، گروه­بندی و تعریف خدمات و سیستم­‌های مبتنی بر فناوری اطلاعات شناسایی می‌گردد و در نهایت کارکرد فناوری اطلاعات مدیریت اطلاعات علمی و زنجیره پژوهش بر پایه ذینفعان به‌عنوان یک مدل مفهومی ارائه می‌گردد.

Iran’s proper status in the development of science and knowledge at the international level represents the institutionalized decision making system in this sector of the country. Besides, Iran’s strategic documents always emphasize on the formation of a place for the country’s knowledge and technology. Regarding to the development of technologies and IT infrastructures, this paper focuses the technological functions of scientific information management in the research and resource management value chain and analyzes the facilitation of the research services enhancement in the country. The approach of the paper is almost qualitative. At first, we identify the scientific and technological information value chain and its stockholders, applications, requirements, based on the previous documents, and international documents including goals and strategies, plans and actions. Then, we recognize the classification, and the definition of IT based on service systems. Finally, we present the IT functionality of scientific information management and research value chain based on the stockholders as a conceptual model.
