چکیده
با شکل گیری داده های و گسترش پر شتاب و متنوع کلان داده در سطح کشور و سازمان ها، فرصت ها، تهدیدها، چالش ها و رخ دادهای زیادی به وجود آمد و این سبب شده با یک نیاز جدی روبرو باشیم و آن اینکه برای استفاده و مواجه با این کلان داده چگونه می توان فرآیندها، نقش ها، سیاست ها، استانداردها و معیارها و در نگاه کلی حکمرانی داده را تدوین و بهبود بخشید. در این مسیر این پژوهش در صدد آن است تا در گام اول به پرسش: وضعیت حکمرانی در سطح سازمان ها چگونه است؟ و در گام دوم ضمن بررسی دقیق وضعیت موجود، جایگاه و نتیجه مطلوب شکل گیری حکمرانی داده، به پرسش: چه راهکارهای اجرایی در برای اجرایی شدن حکمرانی داده در سطح سازمان ها به ویژه دانشگاه آزاد اسلامی می توان پیشنهاد داد؟ پاسخ بدهد. از این رو این پژوهش با بهره گیری از مصاحبه عمیق با نخبگان به صورت کیفی و با بهره گیری از روش تحلیل محتوای کیفی انجام گرفته است. داده های پژوهش از طریق مصاحبه عمیق با 18کارشناس، گردآوری و پس از استخراج و کدگذاری در سه موضوع اصلی: الف)بررسی وضعیت حکمرانی داده در سطح سازمان ها، ب)بررسی حکمرانی داده در سطح دانشگاه آزاد اسلامی، ج)راهکارهای اجرایی حکمرانی داده در دانشگاه، دسته بندی شده است و حاصل آن توصیف وضعیت حکمرانی در کشور ، سازمان ها و دانشگاه و همچنین ارائه راهکاره اجرایی برای دانشگاه آزاد اسلامی در حوزه حکمرانی داده بوده است.

چکیده English

With the formation of data and the rapid and diverse expansion of big data at the level of country and organizations, many opportunities, threats, challenges and events have arisen, and this has caused us to face a serious need, and that is to use and face with this big data, how can the processes, roles, policies, standards and criteria and overall data governance be formulated and improved. In this way, this research aims to answer the question in the first step what is the state of governance at the level of organizations? and in the second step, while carefully examining the existing situation, the position and the desired result of the formation of data governance, to the question: what implementation solutions can be suggested for the implementation of data governance at the level of organizations, especially Islamic Azad University? Therefore, this research has been conducted using in-depth interviews with elites in a qualitative manner and using the qualitative content analysis method. The research data was collected through in-depth interviews with 18 experts, and after extraction and coding in three main topics a) examination of data governance status at the level of organizations, b) examination of data governance at the level of Islamic Azad University, and c) implementation methods of data governance in the university, it has been categorized and the result has been the description of the state of governance in the country, organizations and the university, as well as providing an executive solution for the Islamic Azad University in the field of data governance.
