چکیده
رشد و گسترش انقلابی تکنولوژی اطلاعات و ارتباطات (ICT) در سال‌های اخیر، ظرفیت‌های ویژه‌ای را در اختیار برنامه‌ریزان و تصمیم‌گیران شهری قرار داده و آن‌ها را در جهت رفع عیوب و چالش‌های برنامه‌ریزی سنتی یاری نموده است. بدین ترتیب، کاربرد این دسته از تکنولوژی‌ها به عرصه تصمیم‌سازی و تصمیم‌گیری مشارکتی نیز ورود پیدا کرده و ضمن شکل‌گیری مفهومی به نام مشارکت الکترونیک یا آنلاین، تلاش شده است که با استفاده از کاربست ابزارهای تکنولوژی محور در عرصه برنامه‌ریزی مشارکتی، ضمن کاهش وابستگی فرایندهای مشارکت شهروندی به زمان و مکان، فرصت‌های بیشتری نیز برای تمامی اقشار اجتماعی و اقتصادی جامعه به‌منظور مشارکت در تصمیمات شهری فراهم شود.
در همین راستا و با توجه به ضرورت ارتقاء نرخ مشارکت شهروندی در فرایند تهیه طرح‌های توسعه شهری، بررسی نحوه کاربست رویه‌های مشارکت الکترونیک در طرح تفصیلی مناطق 1 و 22 شهرداری تهران به‌عنوان هدف اصلی این پژوهش در نظر گرفته شده است. به‌منظور دستیابی به این مهم، روش بهترین-بدترین (BWM) مورد استفاده قرار گرفته و پرسش‌نامه‌هایی مبتنی بر روش مذکور و بر اساس روش گلوله برفی در میان 43 نفر از متخصصان برنامه‌ریزی و توسعه شهری مناطق 1 و 22 شهرداری تهران توزیع گردید.
ضمن تجزیه و تحلیل داده‌های گردآوری شده، مشخص گردید که معیار کارایی مهم‌ترین معیار و غنای بسترهای علمی کم‌اهمیت‌ترین معیار در زمینه انتخاب ابزارهای مشارکت الکترونیک هستند. علاوه بر آن، نرم‌افزارهای تعاملی نیز به‌عنوان متناسب‌ترین ابزار با شرایط زمینه‌ای مناطق مذکور و سیستم‌های مشارکتی اطلاعات جغرافیایی به‌عنوان نامتناسب‌ترین ابزار تشخیص داده شدند. در ادامه، به بررسی نقاط قوت و ضعف ابزارهای مختلف پراخته شده و مشخص شد که به‌علت پتانسیل‌های متفاوت این ابزارها در پاسخگویی به معیارهای مربوطه، ایفای نقش مکمل آن‌ها در فرایندهای مشارکت الکترونیک بهترین راه‌حل به‌منظور دستیابی به اهداف مشارکت شهروندی بهینه خواهد بود.

The revolutionary growth of information and communication technologies (ICT) in recent years has given extraordinary capacities to urban planners and decision-makers to address the challenges of traditional planning. Applications of these technologies have also entered the field of participatory decision-making and decision-making and have shaped the concept of electronic or online participation.
The e-participation approach seeks to reduce the dependence of public participation processes on time and location, using technology-based tools, and creating more opportunities for all people to participate in urban decision processes.
Due to the need to improve the rate of citizen participation in the process of urban development plans, "analyzing the application of electronic participation procedures in the urban planning and management system of regions 1 and 22 of Tehran Municipality" has been considered as the primary purpose of this study. therefore, questionnaires based on the best-worst method (BWM) were prepared and distributed based on the snowball method among 43 urban planning and development specialists in districts 1 and 22 of Tehran Municipality.
After analyzing the collected data, it was found that the criterion of efficiency is the most important criterion regarding the selection of electronic participation tools. In addition, interactive software was identified as the most appropriate tool considering the context of the mentioned areas, Then, the strengths and weaknesses of different tools were examined and it was found that due to the additional capabilities of these tools in meeting the e-participation criteria, their complementary role in e-participation processes is the best solution to achieve the goals of optimal citizen participation.
